Fact is that TPTB and governments / military depend on electrically operated devices more than the general public. Other than a solar event which is out of our control which could cause loss of the grid etc., there's no concern that a government would EVER cause any kind of electrical interruption or use an EMP. Quit yer whinin' and worryin'. It'll NEVER happen. Who do you know that would willingly shoot themselves in the foot???
