The Russian Federation considers outlawing most cash transactions.

The Ministery of Finances are looking into transferring most of the cash money flow in Russia over to plastic cards and harshly regulating the amount of free currency in circulation. Each shop and money transfer point (Car Dealers, Markets, etc would need an ATM at least)

The article is in Russian, but I have not found any English source citing the same. I decided in our times of confusion and uncertainty that this is a troubling sign. I am not a big supporter of conspiracy theories, but my everyday life as a Russian Citizen would be greatly hindered by this proposal.

Not to mention the chaos in smaller enterprises and in an event of power failure. One would not be able to buy, or sell anything legally and easily without that card. You wouldn't even get your usual salary in cash with a side dish of the usual workplace kickback.
If any foreign minister begins to defend to the death a "peace conference," you can be sure his government has already placed its orders for new battleships and aeroplanes.

We in my country almost always pay with a bank card at shops. Allmost all shops have a machine for it. This is not a debt card, it is a bank card. It is pretty easy actually.

I have no doubts it can be convenient for some mindsets and certain situations. But I can't quite see it working in Russia. First of all our Government would surely love to take even tighter control of our funds. All in the name of preventing fraud and such things. Second, Russia is the largest country in the world by area. It's not very tightly populated, getting such a huge project into every home without anyone being "stepped on" is going to be a gigantic PITA. But then again it might be another corruption/kickback scheme for the banks and the few Elite behind them.

And finally our power supply is utter doodooo. WE are not guaranteed a 12/7 uplink even in some areas. A few dead zones are completely impossible to cover with cellphone towers for the ATM's to work at all. Eh, I guess it's in our soul, dive into things first and shove out the consequences later.

Politicians and lawmakers seem to live by their own standards. Even in the Russian Federation. I don't think that even 1% of that they give out every day would make sense to anyone. I'm not a financial expert of any kind to say something towards or against fraud with electronic payment options. But you mentioned there would be more fraud. So far it's mostly common practice to receive some grey payments outside of official sources in an envelope. Going electronic would prevent that and tax evasion as well. Which could turn out beneficial.

Be patient. We worried about paying online or over the phone with cards and using ATM cards and screw ups. Actually you get robbed a lot more with cash or forgetting to get your change back using cash. I am sure your side "bonus" payout will still work but isn't that part of the "corruption" you guys are so against? Bosses should just increase your real pay so you can count on it. We didn't find our banks put in bogus figures to rip us off by the way. They did charge us all "legally" with new schemes like $5 for using a non your bank ATM transaction so these could add up but you go to your ATM and get cash to avoid this.

TPTB want the whole world to go to a cashless system that they alone control. That way, they can reduce tax evasion and continue to raise your taxes without any recourse from you. And they can freeze all of your money for any reason they choose, including for political reasons if they don't like you. It is a means of financial control. And Rolfschild liked to say that he didn't care who controlled a country, as long as he controlled the money. The same applies to the individual as well.

The NWO sheep will have a cashless society, and will like it.

It will culminate in the Mark of the Beast. That's the direction it's headed. Even for non-believers, the handwriting is on the wall for a global cashless system, controlled by biochip implants or RFID tattoos. It's a control thing, and it appears that Russia might become a test bed.

Bad news. But inevitable.

This is the singular goal that allows complete control of the global population, as you figured out long ago.

I assume barter of goods or services will be (or is) highly regulated.

I would also guess some deal has been made with the (non-banking sector) black market Czars to allow them to continue to operate, otherwise They would put a stop to this.
