You are actually correct, except about Protestants killing Catholic priests, the Catholics killed the Protestants by the millions. But, God did use the Atheists at the time of the French Revolution, and i suppose still does as the NWO is Rome's final "head".

The French Revolution was God's judgment upon Rome for the 1260 years of the dark ages.

OP is likely correct. God uses and even creates evil individuals specifically to teach lessons to those with free will. They essentially are evil drones with no hope of mercy who are acting out predefined roles in the grand scheme. Paul explains it in his letter to the Romans.
