Well the whole mess was collusion, but the big bank went along with the plans, and refused to service all the ongoing loans with the City of Cleveland. So it was the first to "play act bankruptcy game, do as we dictate or you go bankrupt." Now that is the true story why these corporations hate Congressman D. Kucinich.

The Maryland State Police uncovered the plans, the FBI, Cleveland Police Dept., and other federal groups stopped this toltarian act from happening, with arrests in Cleveland.
