Because it WAS NOT INTENDED to stop one. It's intended to stop an accidental launch or a launch by one of the smaller nuclear powers. The US and Russian arsenals are so large that they can easily overwhelm a missile defense system. |

Here is whats going on The missile shield was not intended to protect against a nuclear launch. And by that i mean its not designed to protect against anything. See, this shield is nothing but an array of "defensive" missiles launch sites, which can easily be refitted and become attack nuclear launch sites. I think I found a new answer to my own question.. multiple sites are reporting "deploy the new missiles" (not develop them) since you can see from the thread I linked to from 2012 already states that they were developed... "Russia will counter NATO's U.S.-led missile defense program by deploying new strike weapons capable of piercing the shield, President Vladimir Putin said Tuesday." not develop them...
