And 275 NEO are known to approach closer than 5 LD in the future and this one is number 4 out 275 for nominal distance and very comparable to 2012 DA14 which got MSM attention [link to neo.jpl.nasa.gov]

This object is too new for NASA to post past Close Approach history, so I ran JPL orbit program backward to spot last close approach which was the week of May 31, 1983. That same week one of the 2 biggest quakes in years hit. Probably means nothing though...

Here's a few questions!

since this rock is predicted to pass about 38,000 km from Earth, is that distance from the center point or mean sea level?

What is the orbit distance of geosynchronous satellites?

Will this rock take any of them out as it passes?

From the center of the Earth. In the Wikipedia article on 2012 DA14 it says:

"On February 15, 2013, DA14 will pass no closer than 0.000181 AU (27,100 km; 16,800 mi) from the center-point of the Earth, which is no closer to the Earth's surface than 3.2 Earth radii."
