I think people are looking too much into this number. There are always going to be a certain percentage of working age population that doesn't work.

You have the losers that wont work.
You have high school students over 16, many of which don't work.

Full time college students without jobs.

Stay at home moms.

People that retire early. 60% of people retire before the age of 65. That's why you can retire at 62 if you're willing to have less benefits.

The historical norm is for 30% of working age population not working. And it makes sense.

That's just the way it is. There has never in the history of the US been more than 70% of working age people with a job. Meaning 30% without jobs is perfectly normal.

I think there has been an outmigration of 2 million immigrants as well as 5 million baby boomers leaving the work force each year.
