However capping it would permit the air to be filtered, at least through the ground, and perhaps boron and other media, to drastically reduce the radioactive material being released into the atmosphere. Radioactive material, which has much greater risk problems than radiation itself. The principal and possibly only reason the world at large, but especially the US and Canada are being contaminated, is because airborne material continues to be released, not radiation itself exactly, but radioactive material, and this will continue for many decades or more, easily, and it will probably get much worse, and the ONLY way to stop this release is to cap and filter the area.
