Didn't some ancient army decimate a city by lobbing plague infested bodies over the walls and waiting them out?
Hmmm.
Or maybe this is the return of the crazy Canadian that was chopping off feet and letting them wash ashore on their west coast?

The shoe provides buoyancy while the rest of the body typically sinks or is eaten. Gross huh?? Somewhat less disturbing than the possibility of a foot obsessed serial killer though.
