I'm not so certain Billy is a fraud. As I understand it, an interested person brought fake photos and fake UFO models to Billy merely as a point of conversation. Supposedly in his innocence, Billy never thought it necessary to remove these items which became intermixed with the 'genuine' articles. I'd like to believe he's telling the truth.

Na OP...TPTB want you to believe Meier and his silly photos to distract you from the legitimate UFO cases.
Any University Library has thousands of books dealing with the info Meier claims to have gotten from Aliens.
Take a hard look at the Rendlesham Forest case.
Socorro New Mexico and Ronnie Zamora's experience.
There is case after case of truly incredible UFO sightings and experiences.
While you're at it...
Take a look at M and String Theory and the thin membrane that separates all the infinite number of realities.
A very good friend of mine from childhood who is actually a Theoretical Physicist and was the one who got me into UFO research when we were kids thinks it's possible some UFO's may come from the Multiverse.

Yep, everything about our world revolves around energy. They can already make "Free energy", but there is no profit in that.
