The sheet they smeared with, that is to be put under the light Maybe it's a powder that can detect if someone's hands have come in contact with explosives or drugs etc...why just the hands? Yea, maybe gun powder residue? Find an article about how TSA is testing for gun powder residue and it doesn't involve any powder. Powder? Unknown chemicals on my hands?
