It's impossible, I also don't think the times match. Israel saw it 9pm their time, and Russia said it was 9:31pm when they did their launch, if I remember correct. I don't know what's the time difference between the 2 countries. But if you look at geographic locations, doesn't make sense.

Seems almost as if somebody did something and somebody else prevented it from happening. Who or what, no idea.
