Funny...as a mechanic and boat owner I was gonna say it's got an inboard motor with a fuel/vapor leak written all over it.

They don't put gas engines in anything over 35ft or so. (fishing vessel wise) ....but still....they said 21 people on board.  That's an overload for a 35-40 ft SF / battlewagon. Because you don't really know anything about this boat.
