The purpose of these weather mod programs is to rain the storm out or so to say. To prevent further hail production by removing the moisture needed to produce the rain droplets that freeze together and make hail. Also moist air is buoyant air. So removing the moisture will also remove or at least slow the updrafts and upward storm development.
