They all held back from sending troops to Syria because all motions to apply force for halting the bloodshed in Syria were blocked in the UN body by Russia and China." Russia and Syria are military allies, no third party has to approve mutually decided troop movements within their territories. Now the US wozuld be committing an act of war if it sent its troops.
