As a king or a leader of a nation - GOD holds him responsible for not only his own acts, but the direction of his nation under his rule. If I were this guy I would NOT want to be meeting those demons that will be coming up from hell to claim his immortal soul. I feel sorry for the poor creature actually. Although many will rightfully argue that he's going to get no more than he deserves... But even for all the evil and murders and every other horrid thing he has done - I hate to think of him spending eternity in hell. But he had the same chances to do what was right that everyone else does. Probably more so because of his exhausted status as a king and the leader of a nation. The education, the knowledge, the studies of scriptures that would be difficult for most were literally at his fingertips with the finest minds in the world to help and explain them to him. He was given great wealth (both of his own and of his nations' and chose to do evil and ill with much of it starting wars, financing terrorists, and worse.
