Further research, found something far more and very different
U.S. Army Hazardous Materials ( HazMat ) team as well as local authorities actually understood this homeless man's clothes contained chemicals far more serious than odiferous urine, feces, insectant ( Bug-Off ), pesticide ( Bug-B-Gone, Raid!, etc. ); photo ( below ):

U.S. Department of Homeland Security weighed-in to report it; several square blocks including hospital shut-down. Hmmm?

The man reportedly came straight into the emergency room with the unknown chemical, affecting several employees. The hospital was closed. Patients were evacuated and sent to other hospitals.
