Its' simple to solve. Massive arrests & convictions, with an offer of mandatory 3 yrs in prison, or 3 yrs in the US Army, perps choice. Was done post felony convictions during Vietnam conflict. If underage, then have the 3 yr Army obligation when reach age 18, no excuses unless you're dead ... if you escape to Canada to avoid service, great, you're outta Chicago!
