In my opinion I think they're trying to say "Don't go away, support your team" like don't go on holiday or something. But that's stretching the whole DON'T FLY thing as far as I can think.
There's only two ways to say DON'T FLY 1. Stay here and support your country and 2. WATCH THE FUCK OUT!!!
