Chernobyl was made as safe as possible after thousands risked their short lives to intervene... it was not against the ocean, and they capped it within months... japanese govnmnt and Tepco are allowing families to live in an otherwise exclusion zone, telling them not to leave.....20+ years.... welcome to long term doom....
