Japan will not put the man power that is needed in to this disaster and risk a single worker because they may become liable. They would rather risk a great many workers with a defendable legal position when it goes to court.

This particular course of action used to be known as 'having no plan', but TEPCO managed to put a positive spin on it by re-branding it.

one that gets me is "decommission"... how do you 'decommission' something that is near-destroyed? 10-20+ years.... woah..... now if it was in working order, that sounds OK.. but a smashed plant?.... how much are the children going to get.....
