From what I've been able to glean, so far, the doc was edited and finalized on Tuesday (no info on what parties were involved in said "edit"). All UN members are expected to approve it (if they haven't already) according to most media outlets. It does look raggedy, from what I've read so far (if it's the finalized version). If you consider our recent Executive Orders, they, too, appear weak, and have plenty of loopholes. The document may be that way... on purpose.
