My name is Kelley. I grew up in the small town of Guthrie, OK. My story is a long one, but I will cut it short and start at the point when I decided to leave my abusive husband. I had been with him for 10 years and finally gathered up the courage to grab my 2 daughters and run. His name was James Richard Casey, otherwise known as “Ricky Ratt”. When I left him, Ricky stalked me for all hours of the day and night. I filed for a VPO, and before I could go to court, I was told by a cop that I would be denied because Ricky was an informant for the DA. He told me that I had better have proof. I didn’t get the VPO. It was no secret that Ricky Casey was an informant, thus his name Ricky Ratt.

I moved in with my aunt next door to the courthouse. Ricky drove by dozens of times a day. He even camped out all night in my yard, just on the other side of the sidewalk. I could look out my window and watch him watching me. Technically he wasn’t on the property, so there was nothing they could (or would) do.

I filed for divorce and got full custody of my kids. Thank God, but the kids had to continue seeing him by order of the court.

After a while of visiting Ricky, there was a suspicion of child molestation with my older daughter. She said something to my cousin one day that gave her the impression Ricky had touched my daughter in a bad way. I took my daughter to the police station where we talked to Damon Deveraux, the Chief of Police in Guthrie. Damon and I had been friends since high school. There was supposedly an investigation. DHS spent 10 minutes interviewing Ricky and was convinced that he didn’t do it. The lady in turn asked me if I was out to get him. I was livid. The case was closed after that, and my daughter still had to continue seeing this man she hated. She was 11 years old.

In 2005, I moved out of my aunt’s house and into my own home with my girls. Ricky started stalking me again, and one night I was awakened by the sound of a drunk Ricky, trying to kick in my door. I called 911 for help telling them to hurry. She could hear him kicking the door, and by the time the cops showed up he was nowhere to be found. I filed a report and nothing else ever came of it. He still showed up to pick up the kids a week later.
I met a new man named Will who had taken me and the kids on a summer vacation to Colorado, and we decided we wanted to move there. I gave Ricky 30 days’ notice required by law and told him he could have the kids for a month and a half in the summer.

Before the 30 days were up, our home was raided by the police. The search warrant shows that they were looking for guns, drugs, ledgers, scales, and paperwork pertaining to it all. What?! They were demanding to know where the guns and drugs were. When they found a joint in my pocket, the cop said, “See this? This is what we are looking for!” Wow, you would have assumed that I was a dangerous criminal from the way he was talking to us. My husband and I were planted on the couch with our hands handcuffed behind our backs. I was sobbing, and my kids were clinging to me. My kids were taken from me, and I got my kids back three days later because it was a weekend.

We were booked and printed at the police station. Then we were taken to the Sheriff’s station where we were booked and printed again. Only females can search a female and their shift was over. So I got stripped and cavity searched immediately when I walked in. We were bailed out within a few hours and there was obvious surprise on the cop’s face when we asked for our keys. We were free to go. They wasted their time and money. We aren’t drug dealers.

According to the Affidavit of Probable Cause, Officer Tracey Lyons of Guthrie Oklahoma received a phone call from an informant. He searched our trash out on the curb, found some stems and seeds, and apparently that is enough to get a warrant. What is amazing is that we were so paranoid about just smoking a joint in the privacy of our own home that I was throwing our stems and seeds out in the yard. There weren’t any stems or seeds in the trash. There was no surveillance. There was no buy with any marked money, because there was no buy at all. WE DON’T SELL DRUGS and never have.

Even though Ricky is bragging to all of his friends about calling the DA to drop our names and hounding my kids for information about the layout of our house, ¦in order for anyone of any authority to even hear what I have to say to prove my innocence, I would have to get Ricky Casey on the stand in a court of law to expose him. After we spent over $7000 already and flew back and forth from Colorado 6 times, we were broke. We took a plea. We can’t afford to fight this. We live in Colorado now, which happens to be a medical marijuana state. It is legal here, and I have my medical marijuana card. We are not breaking the law in Colorado.

James Richard Casey hasn’t paid child support in over a year. He only paid a payment every so often when it suited him before that anyway. I called the local child support services office in Guthrie to have him arrested, but they said they can’t pursue him. They can only take his license away. I would have to hire a lawyer to pursue this matter. I have no idea why we even have child support services then. To date he still has his license.

I had to cut out a lot more just to make it 3 minutes. There were many more mishaps with my ex. I just listed the main ones that involved the authorities since it is more about the corruption than it is my ex using that corruption to his advantage.

Here is what pertains to my case:

The above link is James Richard Casey’s entire criminal history. Make sure you have some time to look at it. It is a lot. This is the jerk able to have my house raided with just a phone call. Yet he is the one with the record. Amazing. I wish I had that kind of power.

The above link is Ricky’s Department of Corrections record.

Here are the rules for using informants. I am most certain Guthrie, Oklahoma did not follow these rules.

This is an article posted in the Edmond Sun newspaper on August 3, 2011 about some other corruption happening in Tulsa just like my case.

I had some more links to share, but they aren’t on the net anymore. Hm. I will mail them to you. I just happened to print them out earlier when I found them.

Apparently, all cops have to do is say they found weed in your trash and they have a warrant. It is happening in so many cases I have looked up. It seems to be a cookie cutter affidavit to get into anyone’s house they want to. All they need is a buddy cop to say they saw him dig weed out of the trash to get a warrant. A witness per say. Also, when I went to court I saw 6 other people get offered the same exact deal I was offered. Apparently, deals are made with a cookie cutter too.
