While I can understand the concept of giving food to children directly to avoid fraud, shouldn't the food go to a FAMILY to be given out as seen fit, or am I relying on old stereotypes?

Any time the family as a whole is bypassed I get suspicious of some other normalization taking place.

ie Get them used to being separated and everything is good.
