Actually, the separation is necessary. Children do not have to be accompanied by an adult, and EVERYONE is fed. A bad person could easily infiltrate (become a daily familiar "friend")and walk off with your child. Separating the adults from the children may not prevent this from happening, but it is a step in the right direction.
