I don't know much about that stuff, so I can't really comment. However, if they are talking about removing the spent fuel rods as the best solution, then why isn't it already done? When the nuclear submarine, the Kursk, sunk with it's nuclear missiles, the Russians called in the dutch based Mammoet-Van Seumeren Cranes, to raise the Kursk from the sea floor.
