To answer your question about who? Some seriously sick fucker who should forfeit the right to live in our society after the first offense. Regarding the age of consent, I believe it has risen along with the longevity of the population.

When most people died at ages 40 to 50 years old, they literally had to reproduce at 11, 12, 13 if possible.

Most people die in ages 70's to 80's, consent SHOULD be raised to 18 or 20.

Of course coitus and reproduction are not the same as they used to be. Now coitus is made less hazardous through modern medical science, although still very hazardous in terms of disease.
