From my area (PA), very few work. It actually is easier to hate first and find out later that you may have met the 1 out of 100 that works, isn't a "thug", isn't trouble, etc.

There are parts of Detroit that are terrible, but it's because everyone has moved away to the boring, beautiful suburbs, all the dreck just becomes more and more concentrated in one spot.

the biggest problem is they leave behind the factories, and universities, and big office buildings and museums, stadiums, etc down in the middle of the dreck, so everyone has to drive 2 hours to work or school. or see the Museum.

They need to relocated EVERYTHING outside the kill zone, not just the houses.
