A great deal hinges on the talks in Geneva tomorrow morning. It is a predictable failure in the making and much is being made of humanitarian issues and the like.

The real target at issue are the chemical munitions that Syria possesses and the competing interests to secure them in a variety of ways.

talks start in about 4.5 hours. the keeners on the junior staff are already finalizing their notes for the breakfast meeting with their own delegation before the big meeting. by now, though, it's just about impressing their bosses. the talks will achieve nothing and everyone knows it.

The going analysis is that Russia has two main objectives.

1. NOT to allow precedence that internal strife automatically means sanctioned international military action to depose those in power. This would create issues for them in the Caucasus region.

2. Simply be an antagonist.

I do not think the warm water port is but so significant in real terms, however there is some symbolic meaning to allowing Syria to fall for them in terms of USSR nostalgia.

My guess is that Russia would like to avoid the unintended consequence that such change may bring. A wider war, closing of the Straight, Hezbolah, Israel, disruption of the Suez etc... There are so many unpredictable issues that would have serious consequences that are tangible to every major power, Russia pushes back. I do not think they are prepared to go to war to stop it, however, for the same reasons.

The bolded is dead on,for many reasons, Russia is not just concerned about their own borders, but also within their eonomic partners borders.

Under the UN's Responsibility To Protect (R2P)there are problems with alliances. The UN has R2P for intervention where human rights are being violated, and that is circular wth respect to which nations they intervene in because of tight alliances.

Russia is concerned that the BRIC nations are eventually going to be the target, as China is well known for human rights violations.

The UN painted themselves in a corner under R2P and they know it.

It is true that NATO is not limited, but they have a pattern of choosing the most beneficial times to their operational plans when they can. Due to the apparent mission and the parameters involved, I would expect cover of darkness to be crucial for both ground, air and combined efforts. As to long range naval operations, this will be of less value.
