But Salt, they are held like during the first week or so of November. And the gubb'mint isn't going to say right away that elections are cancelled forever. They will most likely say that because of the "emergency situation" (whatever that may be) the elections will be postponed for a month or whatever. It's always easy to move a date back. So, October would be close enough to November to qualify for an "emergency" and yet give them enough time to implement any plans for citizen control.

It will also provide a time frame during which anyone who has not stocked their shelves ( a LOT of people) will run out of food, making "the crowd" much more eager to accept anything which the gubb'mint offers so long as there are meals associated with it.
