I still dont think its either. It looks nothing like either building except for the clock on all 4 sides, but thats it.

It is clearly the Wako Clock Tower in Tokyo, Japan.

that card is not in reference to london as the clock tower does not look the same... its the wako tower in japan, where the combined disaster (earthquake/tsunami) occurred in 2011

Please chill my UK friend! If you did some basic research, you would see that the chimes from the Waco clock match Big Ben's... Just wondering if there's some connection like the Liberty Bell was given by miss Queenie

From 1894 to 1921, the Hattori Clock Tower stood on the site that Wako occupies today. In 1921, the Hattori Clock Tower was demolished to rebuild a new one. The reconstruction was delayed due to the Great Kanto Earthquake of September 1, 1923. The new tower was completed in 1932 as the K. Hattori Building. In homage to its predecessor, the new store was also fitted with a clock.

Its 1932 Neo-Renaissance style building, designed by Jin Watanabe, with its curved granite façade, is the central landmark for the district and one of the few buildings in the area left standing after World War II. The building functioned as the Tokyo PX store during the Allied Occupation of Japan from 1945 to 1952. The clock tower plays the famous Westminster Chimes.

The Westminster Quarters is the most common name for a melody used by a set of clock bells to chime on each quarter hour. The number of chime sets matches the number of quarter hours that have passed. It is also known as the Westminster Chimes, or the Cambridge Chimes from its place of origin, the church of St Mary the Great, Cambridge.

For the record, I worked on that card art. One set of artists made the line drawings while another colored the black-and-white scans. I colored about a third of the art and did touch-up on the rest, some more than others, though I don't remember doing a lot of work on this one. The artist, probably Shea Ryan, likely didn't have a photo reference of Big Ben at hand, but for what it is worth I recall that it was intended to be the tower of Big Ben.
