They were for sale, but the majority of Chinese are still too poor to afford them.

The Chinese built them in exchange for premium oil. So what you are saying is that one of the poorest countries on the planet was giving away oil in exchange for building that they are not planning to use? Doesn't make sense. That country needs the oil revenue more than it needs empty buildings.
