Executive Orders were meant to be directives to the bureaucracy and do not have any authority of law over the masses of people. You cannot be arrested or tried in a court of law for ignoring an executive order...

Also, in a Supreme Court Decission after the U.S. Civil War, in a test of Lincoln's suspension of Habeas Corpus, the Supreme Court of the Land ruled that THE CONSTITUTION CAN NEVER BE SUSPENDED BY ANY BRANCH OF THE GOVERNMENT!!!
