I think all of Obama's E.O.s are related to the mass arrests. They say that all TVs and radios will air non stop programming informing the public about the crimes committed against them. That is how this could be used for a good cause. It could also be used negatively if martial law were enacted and everyone was to be subjected to non stop propaganda. It will be hard to tell the difference, we'll just have to wait and see. It's not like we can do anything about it anyways.
