Iran knows that the only chance they have to not be ravaged by war is to hurry up and build their nuclear weapons.
GWB was stupid for calling out Iran in his "Axis of Evil" speach.
They have had ten years of notice to prepare for war. They notice that NATO usually doesnt declare war with nuclear equipped countries like North Korea and Pakiustan, so they think the only chance they have is if they can join the club too.
