The EBT program has turned into the government's bailout fund to keep small business afloat during the recession. Struggling middle class people aren't spending their hard earned money these "luxury" items, they're paying bills. So let's give electronic cash to welfare folks for free - let them spend it on anything they want and collect the sales tax...You can't save EBT funds and they know the card gets reloaded on the 1st so why not get a few more neck, chest, hand, thigh and calf tattoos.
