I think maybe a super fast drone fleet that could deliver physical media might have a market. Or you could just do it the old fashioned way and send someone on a flight to deliver the files.... more security but less convenience. But perhaps cheaper than collective billions spent on a police state.

If incorrect codes were entered I'd be notified in real time and be able to communicate in real time w/ the person trying to access the cargo. If they failed to identify themselves properly I'd use the self destruct mechanism to destroy the intel and the thief. Ha ha, that might work.
