The negro gangs are bitching because ME mooslims are moving in on their drug selling turf, and are more successful. Another thing is scattered site housing dispersed the projects' concentrated crime(area) all over the city and suburbs. Now the crime activity has no central hub and is impossible to curtail. Looks like they're creating the conditions for some type of martial law.
They're running the gangs so they can create violence therefore calling for more suppression of rights.
Problem-reaction-solution. Maybe the Sgt. should focus on arresting the members of the corrupt government.
