The 1st 10 or 15 hours yes but as you level your Character and get a better handle on combat it will ease up some. That being said, some of the later battles and bosses are among the hardest ive ever played. But, there is an "Easy" setting in the game that will allow you to experience the story and not have to worry so much on combat.
