Wait, so he is requiring people to prepare for work and making welfare more temporary? Isn't that a good thing?
OP says, "The welfare reform law was very successful. In the four decades prior to welfare reform, the welfare caseload never experienced a significant decline".
Isn't that a BAD thing?! Don't you want the welfare caseload to be smaller?!
The only problem I see is that the unemployment rate is so high and that would present a complication, then people can't qualify for welfare, and you have angry people, etc. Am I missing something here?!?!?

Yes, he just wiped out a decade of welfare reform and it's back to Square #1. More and likely massive entitlements when we can't pay the ones we already have. More rewards for the non-productive.
