It's not the SYMBOL of the eagle, it's the fact of the artistic rendering. It's line for line the same as the one used by an NFL team. The bolt action rifle and generic western style sword, along with the "banners" coming out from the center (used in american advertising everywhere) all suggest that that banner was designed by someone that grew up in the United States or it's surrounds.
