Electromagnetic waves are far too slow to be the only means of signalling in an immense universe. Gravity requires the near-instantaneous character of the electric force to form stable systems like our solar system and spiral galaxies. Gravitationally, the Earth ‘sees’ the Sun where it is this instant, not where it was more than 8 minutes ago. Newton’s famous law of gravity does not refer to time.

if we ourselves go into these dimensions we must by default match the velocity within their domain
once in there i can see people saying all that is caused by these dimensions appears still
but i can never imagine someone saying all that is in there is still
similar i can see that a person knowing of their existence would think these dimensions are still because their velocity from our light speed dimension renders their velocity impossible to detect thus the person would assume all is still within them
this leads me to believe that what we refer to as illuminated or cosmic consciousness minds are illuminated to the degree they know the existence of these dimensions but it seems to me that does not necessarily mean they have matched the velocity of their being to the velocity of these dimensions because were they to have done so
why would they declare no motion (stillness) is the cause of motion?
I want to come back to this.
Toad and I were discussing Looking Glass tech. Not if it was actually real or not, but what has been proposed.
The 'gate' that appears comes from between two 'posts'. It is only between the two posts that the gate can exist. If you walk around to the back of the gate, well, it is the same as the front, except now you are viewing through the gate in the other direction.
The dimensions it sounds like you are referencing aether, lie no where in material reality. So, the 'place' where the gate exists to bring the images does not exist in material, therefor we cannot see the the medium that the image travels to/through in order to manifest at the place/time where the posts are manifesting it.
That is kind of common sense to me. The thing Toad and I were discussing, is he believes that 'they' had accessed the non-material portion of the 'medium' that the reality (images) travels to/through in order to manifest into the material between the posts.
So, they 'view' that medium, and instantly find them unable to express that medium. Then, they have an idea to 'travel' within that medium, but cannot as material tech does not 'work' in the medium. Not only doesn't worl, but can't even exist there! They would have to 'create' a new tech within the non-material in order to have it work in the non-material. But, they cannot use that tech on this side - the material - because it cannot exist on this side. So, visiting the non-material begins getting quite convoluted as its reality foundation is different from material reality foundations.
Then, I imagine, a cost benefit analysis would be run, and there would not seem to be any benefit to attempt such a thing. Especially if it has nothing to do with Defense. Along the lines of the ancient exotic tech you describe, aether.
