hmmmmmmmm.... reality as a whole is every thing we base our understanding off of. our thougths, our experiances all that we associate with. so when something shifts, we shift accordingly. knowning nothing else becasue we are a part of the enviroment as us.

I guess that depends upon ones interpretation of neutral. Neutral means both negative and positive charges of equal strength balancing out, not no charge at all.
