If a probe flies in from the direction of one pole, and has a little extra plasma redshift, flies out in the direction of the other pole, and has a little less plasma redshift, it's easy to interpret that as Doppler velocity redshift . A little more blueshift for an object coming in, and a little less going out, just makes the probe look like it has a bit less relative space velocity than it actually does. It's only when we break the symmetry, that we notice a problem. If we bring a probe in from along the equator, we can send in out in the direction of increasing electron density, meaning more redshift. The Doppler interpretation is that we have slowed it down somehow. If we bring the probe in along the equator, and send it out along a pole, in the direction of decreasing electron density, we see less redshift (than it had at the same distance at the equator),so it looks like it is moving away faster. When a spacecraft flies past Earth, we know that, due to gravity,it may pick up speed on the way in, and lose speed on the way out. As long as we measure at the same distance from Earth, the speed of the spacecraft coming in, should match the speed of the spacecraft leaving. The important thing to keep in mind, is that if the spacecraft is originally moving towards us, then it should be leaving us at the same speed (Doppler blueshift in=Doppler redshift out,in the opposite direction) . In some cases, that is exactly what they found. If the spacecraft comes in at the equator,and leaves at the equator, the speed matches. If the spacecraft comes in from a polar direction, and leaves out the other polar direction,we are still good.

It is only when the spacecraft flies in from a more polar direction, and leaves along the equator (or vice versa), that we have a problem.

Right away, you have two choices.

Since they measured the anomaly using redshifts, you can say redshifts are Doppler shifts and measurements of velocity, and then explain the velocity changes. Equally, you can say redshifts may be partly due to plasma, and explain them by plasma densities.

There is one more quirk. If the spacecraft flies in along the equator,and leaves towards one pole, it is redshifted compared to what we expect. If it leaves towards the other pole, it is blueshifted. It's this last quirk that will destroy some models (say a model where Earth is on some line of charge along it's axis, where a charged probe comes in across the field, and leaves along the field.
