Yeah,I just listened to the show—which was very good btw—and you are right,Steve did read a letter from a high-ranking General,at the start.Can't for the life of me think why you found it to be "read too fast" though,THIS was one of his more slower shows,if you ask me!!

I'll have to listen to him reading the letter again though,and write down what it was that the General was saying,and then give you a summary tomorrow...sorry.

If you find the time,try going up on Steve's own 'Q-FILES' site,and read it there...if it is no longer on as an 'Alert' screen,then have a look in the news headlines section;it should be in either Wednesday's or Thursday's news headlines...all the best.
