The Aurora shooter was there to meet 3 DoD operatives. The meeting went south quick.
He had the gear because it was standard issue to agents and he knew they were going to throw down. The PD were tipped off to hold and observe. But when it turned into a firefight they knew were he was. The Aurora dropped one DoD, and the PD apprehanded the other 2. Remember, he had no tracable training, yet he was able to survive the firefight. These are not lone gunmen, these are firefights that are taking place in public places between opposing forces.
