K tards. He had LOUD music playing in his booby trapped apartment so the cops would show up on a disturbing the peace call while he was shooting up the theater. the place would blow and all the cops and firefighters and ambulances would be tied up at his apartment buying him more time to kill at the theater ....it's called a diversion.

He parked his car outside of the theater exit, where people exited the theater bleeding, right next to the door but didn't shoot anyone, not even the police as they arrived.He's safe if he doesn't continue shooting outside the theater... especially at cops. He knew the cops would be there... his plan was to surrender, and he did... he wanted to live. The protective gear that he wore was to insure that he did... what fun is it to slaughter a theater full of people if you wind-up dead & can't watch the show?
