Temporal Illusions Are A Form Of Time Travel (i.e. James Holmes)
Holmes was attempting time travel. He carried out the shootings so he could undo it later by changing the past within his mind. This is why the government sealed the file on James Holmes. This is also why Holmes looked totally spaced out at the court appearance. He's in the process of mentally rewriting the past and entering a different timeline. The government's scared shitless that he succeeded in time travel.

This is what i partially thought too.
Some of the victims have information on the social security database that they died before. Their names are not really common too.

Could it be that he travelled to the past on an earlier date around when those people are still alive? And when he reframed the past, these people were part of it so they have to go back to the past and they cannot be in the future?
