I have a better idea:

1. Congress shall be paid minimum wage at all times. The minimum wage must not be increased for the benefit of congress.

2. Executive orders are not allowed.

3. Every member of congress must justify his or her position every year in order to remain in office. If they have had a negative impact on the country, they must retire.
