TONY EASTLEY: AM has learnt that Japanese prosecutors have chosen to shelve all of the 20 or so criminal complaints or accusations lodged in connection with the Fukushima meltdown.

A former Tokyo prosecutor questions why the decision has been made when official reports have called the Fukushima crisis a man-made disaster.

North Asia correspondent Mark Willacy reports from Tokyo.

MARK WILLACY: It was a man-made disaster; a failure to act on expert warnings, a flagrant disregard for the possibility of disaster, the result of collusion between nuclear operators, regulators and government and a groundless belief in the myth of nuclear safety.
